そこで、本ブログでも、その書籍から抜粋した内容を

毎週1話ずつ、ご紹介していきたいと思います。

 

第四十二回となる今回は、「Coffee Break 2 急な日程変更、大型工作機械を確実に運べ」というテーマで「オーバーゲージ貨物で培った信頼関係」をお話しいたします。

オーバーゲージ貨物で培った信頼関係

 

その国際物流会社は、とある地方都市に本社を構える。社員数は約二〇名。そんな小さな会社が取引をする企業の中には、日本を代表するような大企業も少なくない。その中の一つに、自動車メーカー系の大手工作機械メーカーがある。従業員数は単独で一万人を超える。

国内外に数多くの拠点を持ち、コンテナ船で製品を海外へ輸送する機会も多い。規模だけを見ればまったく不釣合いな小さな国際物流会社に、その大手工作機械メーカーは自社の主力商品の全ての輸送を二〇年以上委ねている。それはなぜか。答えは着実に積み重ねられてきた「信頼」にあった。

「当社の工作機械は特殊な大型貨物になるので、普通にスペースを確保しようと思っても難しいのが現実です。運び方にも制約があります。バンニングも簡単ではありません。そうした難しい依頼を常に引き受けてもらっています。急に出荷日が変更になることも少なくないのですが、これまでに断られたことは一度もありません」。

輸出の担当者はそう語る。その工作機械メーカーは、海外からの注文に応じて各種工作機械を製造し、輸出している。仕向け先はアメリカ、フランス、ドイツ、インド、ブラジル、中国、タイ、韓国と世界中の十数カ国にもおよぶ。しかも、ここで製造される工作機械は通常のコンテナには収まらないオーバーゲージ貨物だ。スペース確保の困難さはもちろん、貨物としての取扱いも非常に難しい。これらを常にスムーズにこなすことによって信頼は育まれる。

だが、取引が常に順風満帆だったわけではない。ときには、その信頼が潰れそうになる事態に直面することもあった。

物流業者の担当者は、取引を始めてからずっと、イレギュラーな依頼を難なくこなしてきた。

「難しい依頼を当たり前のようにこなしてこそプロである」。

彼はそう自負していた。しかし、この時は違った。

「先日お願いした件ですが、実は日程が変わってしまったんです。別の船を手配してもらえないでしょうか。製造に立ち会われていたお客様から追加のリクエストがあり、急遽それに対応する事態になったんです」。

荷主からの電話に対して、彼はいつものように答えた。

「わかりました。必ずスペースを確保します。お任せください」。

ただ本心は違った。

「さすがに今回は難しいかもしれない……」。

彼は直感的にそう思っていた。

工作機械には標準機と専用機がある。標準機であれば製作リードタイムが明確なため、基本的に出荷の日程が変わることはない。だが、専用機の場合は顧客の要望に沿って随時カスタマイズされることがあるため、直前になって出荷の日程が変わる場合もある。

よくあるケースではあったが、今回は定期船のスケジュールなどを考慮すると、要望に応えるのは極めて難しい。彼はいくつかの船会社に連絡を入れたが、案の定スペースは確保できなかった。

依頼を当たり前のようにこなすのが常態となれば、必然的に荷主もそうした思いを抱くようになる。

「あの業者なら大丈夫。必ず運んでくれるはずだ」。

難しい案件に対して、そんな思いを持たれていたとしても不思議ではない。しかし、大丈夫だと確信していたことが実現されなければ、その思いは一転して不信感に変わりうる。何年もかけて築いてきた信頼も、たった一日で崩れ去ることがある。これまで数多くの荷主からの依頼をこなしてきた彼は、信頼関係を維持していくことの難しさは重々承知していた。

彼は他の社員とともに、あらゆるネットワークを駆使し、あらゆる手段を模索し、すべての可能性を探った。限られた時間の中で全社一丸となって奮闘した結果、ようやく一つだけスペースを見出すことができた。スペースがあるとわかれば、後はそこに集中するのみ。船会社、関連業者と交渉し、出荷までの道筋をつける。そして、顧客と連絡を取り合いながら実際に貨物を運ぶのだ。

依頼された貨物は、所定の日に無事港を出た。冷や汗をかきながらこなした案件ではあったが、彼は顧客にその裏事情を話すことはなかった。

「難しい依頼を当たり前のようにこなしてこそプロである」。

その自負は変わらない。

取引を始めてからすでに二〇年近くになる。小さな物流会社は、大手工作機械メーカーと、今も信頼関係を保ちながら順調に取引を続けている。

Trust-based relationships cultivated by transporting over-gauge cargoes

 

The international logistics company has its head office in a local city. It has approximately 20 employees. This small logistic company deals with quite a few leading companies in Japan. One of them is a major machine tool manufacturer based on its automobile parental maker. The number of this machine tool company’s employees exceeds 10,000.

 

This company has many opportunities to transport its products overseas by container ships since it has many bases both in Japan and other countries. For over 20 years, this major machine tool manufacturer has entrusted the transportation of all its main products upon a small international logistics company that is totally unbalanced in terms of scale. Why? The answer lied in the “steady” accumulation of trust between the two companies.

 

“Our machine tool is a special large cargo, so it is difficult to secure space for this machine in an ordinary manner. Carrying this machine took requires a special way. Banning is not easy, either. We always have such difficult requests. Oftentimes the shipping date suddenly changes, but this international logistics company always handled our various requests thoroughly.”

 

The export manager says so. This machine tool manufacturer manufactures and exports various machine tools as ordered from other countries. Destinations include the United States, France, Germany, India, Brazil, China, Thailand, Korea and more than ten other countries around the world. Moreover, the machine tool manufactured here is an over-gauging cargo that does not fit in a normal container. In addition to the difficulty in securing space for this large machine, handling it as as a cargo is also very difficult. Mutual trust has nurtured between the two companies by always doing these tasks smoothly.

 

But everything was not always smooth. At times, they faced the situation that their trust was almost broken. The person in charge of  distribution has successfully dealt with irregular requests from the beginning over the years past. His philosophy was: “It is professional to be able to handle the hardest request like the case that is a matter of course. ” He was very confident. But things were different in the new situation that he was facing. The shipper added: “With regards to the schedule that I asked for the other day, it has changed. Can yo please arrange another ship? There were additional requests from the customers who were present at the manufacturing of the tool machine. I am now in a situation where I have to deal with their new requests.” He then answered the phone call from the shipper positively in his usual manner. “I understand. I will secure the space. Please count on us.” But he felt differently this time in the depths of his heart. His intuitive reaction was: “Things may be difficult this time…”

 

Machine tools include standard machines and special machines. Since the production lead time is clear in the case of standard machines, the shipping schedule will not basically change. However, in the case of special machines, there are cases where customization is made from time to time in accord with the customer’s request, so the shipping schedule may change at the last minute. Although it was a common case, it seemed extremely difficult to respond to this particular request in view of the schedule of the regular ship. He contacted several shipping companies, but he could not presumably  secure the space for this case. If it has become normal for the logistic company to respond to the shipper’s last minute request always positively, the shipper will inevitably take it for granted, feeling that “Those dealers are all right, they should be able to carry them without fail”. It is no wonder that such a thought was held by the shipper even in the face of a very difficult case. The great sense of trust that has been built over the past ten years can change into a new sense of distrust in just one day should one’s conviction be betrayed. He has dealt with a lot of last minute requests from shippers so far and therefore he fully knew the difficulty of maintaining the great relationships of trust.

 

Together with other employees, he used all networks to explore all means and explored all possibilities. As a result of this joint struggles throughout the company in a limited time, finally he could find one space. Now that we know that there is one space available, all we had to do was to concentrate on getting one space. We then negotiate with shipping companies and related companies to set up a path to shipping. Keeping in touch with customers, we actually carried the cargo toward shipping.

 

The requested cargo left the harbor safely on the designated day. Dealing with chills and sweats, he never told the customer his true stories. “Being able to handle a difficult request as a matter of course is the mark of being a professional.” His professional pride remains changeless.

 

It has already been nearly 20 years since we started trading. This small logistics company (us) keeps trading smoothly with, maintaining the relationships of trust with this major machine tool manufacturer.

使いこなしてこそIT化の意味がある

 

今日、さまざまな分野でIT化が進んでいます。ITの導入は、業務を効率化し、スピードアップするのに欠かせません。その導入が進んでいるか否かは、企業のスピードに対する意識の程度を推し量る指標にもなります。例えば、社内書類を極力なくして情報を電子化する企業も増えました。訪問先の営業マンがタブレット端末を用いて会社のサーバーにアクセスし、必要な情報を引き出し顧客に提示する光景もごく普通になりました。またテレビ会議システムを導入することにより、全国の拠点間での円滑なコミュニケーションに役立てています。こうしたツール・システムを取り入れ、迅速に情報をやりとりすることで業務の効率化を図る企業は少なくありません。中にはこの程度は当たり前と思われる方もいるでしょう。

ただ物流業界全般を見渡すと、他の業界に比べてIT化の遅れが感じられます。元々マンパワーに頼る部分の大きい業界であることも、その背景にあるといえるでしょう。ITのツールを導入していても、それを効果的に使いこなせていないケースも見られます。外からは見えにくい部分ではありますが、ホームページの更新が長期間滞っているような事業者は少なくともITに対する関心度が低いとみなしても間違いではないでしょう。

先に見た3PLの動きに象徴されるように、これからの物流業界は単に物を輸送するだけでは生き残っていけません。荷主企業の在庫管理や原材料調達、製品販売までの動きを把握するにあたっては、ITの活用が必要不可欠です。特に、ハードを持たないフォワーダーなどは、ITを駆使したソフトの充実がさらに必要とされるでしょう。

IT化の遅れが見られる物流業界ではありますが、一方で業界全体の利便性向上に寄与するシステムの開発も進んでいます。その一つがナックス(NACCS:Nippon Automated Cargo and Port Consolidated System 輸出入・港湾関連情報処理システム)というものです。このシステムは、輸出入貨物の税関や各種手続きを効率化するために構築されました。税関官署や通関業者、金融機関などをネットワークで繫ぐことにより、さまざまな業務をオンラインで処理できます。元は航空貨物を扱うエアー・ナックス(Air-NACCS)と海上貨物を扱うシー・ナックス(Sea-NACCS)が、それぞれ別に稼動していましたが、二〇〇八年からのシステム更改を機に統合されるに至りました。この新たなナックスでは、荷主やフォワーダーなどもネットワークに加え、さらなる利便性の向上が図られています。今後は、ブッキング(船腹予約)などにおいてもこのシステムの利用が拡大していくと思われます。

ナックス以外でも、貨物に電子タグを取り付け、リアルタイムでのトレース(追跡)を可能にするシステムも開発されています。国内の鉄道コンテナの分野では、すでに一〇年以上前から稼働していますが、今後は海上輸送の分野でもこうしたシステムの導入が進むことが予想されます。これらITを使ったシステム整備に物流業者が遅れずに対応していくことも、今後はより一層求められるようになるでしょう。これは業務のスピードアップという意味だけでなく、荷主の利便性向上という点から見ても非常に重要です。

 

IT(Information Technology) is meaningful onlywhen you can fully utilize it.

 

Today, IT is progressing in various fields. Introduction of IT is essential for streamlining and improving work efficiency. Whether that introduction is progressing or not can be an index to estimate he company’s attitude toward the matter of speed. For example, more companies have digitized information by reducing internal paper documents to a maximum extent. We often see a salesperson using a tablet to access the server of his company to draw out necessary information and presentit to his customers. Moreover, by introducing a video conference system, it helps smooth communication among bases nationwide. Many companies are trying to improve their work efficiency by taking such tools or systems, and exchanging information quickly. Some people think this effort is commonplace.

 

However, by just looking over the logistics industry in general, I feel IT is not much common yet, compared to other industries. This industry is originally dependent on man power, and it can also be said this factor exists in the background of IT delay. Even if IT tools are introduced, there are cases where they can not be used effectively. Although it is a difficult part to see from the outside, we can assume the company who is lazy in the renewal of their homepage is lowly ed in IT.

 

As symbolized by the 3PL movements I mentioned earlier, the logistics industry can not survive I the future simply by transporting things. Utilizing IT is indispensable for grasping the movements of shipper companies’ inventory control, raw material procurement, and product sales. Especially for forwarders which do not have any hardwares, the enhancement of software by using IT will be much needed.

 

Although delays in IT conversion are seen in the logistics industry we are also developing in this industry the systems that contribute to improving the handiness of the industry as a whole. One of them is NACCS (Nippon Automated Cargo and Port Consolidated System  import / export / harbor related information processing system). This system was constructed to streamline customs and various procedures of import and export cargo. People can handle various tasks online by connecting customs offices, customs brokers, financial institutions etc on the network. Originally Air NACCS (Air-NACCS) handling air cargo and Sea-NACCS (Sea-NACCS) handling sea cargo operated separately, but it has been integrated from the 2008 system renewal. In this new NACCS, shippers and forwarders are added to the network,  which greatly improved convenience. It seems that usage of this system will further expand even in booking scenes (reservation for ship’s space).

 

Even other than NACCS, this system has been developed to attach electronic tags on cargo and enable tracing (tracking) in real time. This system has been operated for more than 10 years in the field of domestic railway containers,  The system is expected to be used in the field of marine transportation in the future. Using and responding to these IT system improvements without delay will be more required for logistics companies. This is very important not only from the viewpoint of speeding up operations but also from the standpoint of improving the convenience of shippers.

日常業務で求められるスピード感

業界を問わずにスピーディな業務の進行は、顧客の信頼を得る上で重要な要素です。「問い合わせに対する回答がいつまで経っても返ってこない」、「見積りを依頼してから一週間以上経つが、まったく音沙汰がない」。そうした会社からは、自ずと顧客は離れていくでしょう。日常的に対応が遅い会社は、往々にしてトラブルがあったときの対応も後手に回りがちです。中には、平時はスピーディだが、問題が起きると途端に動きが鈍くなる会社もありますが、たいていは日常的なスピード感覚が非常時にも反映されると考えても差し支えないでしょう。

国際物流において、荷主に対してスピーディな対応が求められる場面は、まず見積りの提示です。荷主が希望する船のスケジュールにかかわらず、見積りの依頼への素早い対応は常識といっても過言ではありません。見積りの後は、船のスペースを押さえて、ブッキングナンバーを出すことが求められます。ブッキングナンバーとは、船腹予約を確認する番号で、これが出されると船会社がその貨物を積むという意思表示になります。つまり契約成立です。これがいかに迅速に行なわれるかは、荷主がもっとも重視するところです。

この過程において、金額等の条件面で事業者に決断を求められる場面があります。その際にもスピード感のある動きは欠かせません。上司の決裁を得るために、顧客への返答が遅れるケースはよく見られます。また市場・社会環境の変化に対して素早い対応を迫られる場面もあるでしょう。変革を躊躇すれば、業績不振、経営悪化に繋がる可能性もあります。この点は、小回りの利く小規模な組織で運営する会社の方が有利だともいえます。いずれにせよ、意思決定を迅速に行なう社内システムを構築できているかも、事業者の実力を見極める一つのポイントといえるでしょう。アメリカの実業家、アンドリュー・カーネギーは次のように述べています。

「必要な条件をすべて与えられながら、即座に決断を下すことのできない人は、いかなる決断も下すことはできない」。

平時において素早い決断のできない企業は、トラブルが起きたときにも的確な決断ができないとみなして差し支えないでしょう。

Speedy action is one important factor for getting customers’ trust in any industry. “I have been long waiting for their response to my inquiry but but I have received none.” “I asked for an estimate over one week agao, but I have received no response yet.” Customers will naturally abandon such a company. A company whose response is habitually slow tends to deal with a sudden trouble belatedly. Although some companies are speedy on a daily basis, they may slow down as soon as a problem arises. In most cases, however, their ordinary speed is reflected in the way they deal with emergencies as well.

In international logistics, a speedy response is first required for shippers especially at the time of estimation. Regardless of the ship’s schedule that the shipper desires, the quick response to the estimation request is almost a matter of course. After the estimate is made, it is required to hold the space of the ship and issue a booking number. The booking number is a number for confirming the reservation of the vessel, and when it is issued, it denotes the shipping company’s intention to load the cargo. In other words, it is an indication of the contract establishment. It is the most important for shippers how smoothly this whole process is taken care of.

 

In this process, there will be the situation where businesses are required to make decisions on terms such as fares. Also in that situation, speedy progress is indispensable. It is a common case that a response to customers is delayed in order to obtain the boss’s approval. There are also scenes where businesses need to respond quickly to changes in market and social environments. If a company hesitates to change, there will be a possibility that it will lead to poor performance and management deterioration. In this regard, mall companies may have more advantage because they can adapt more quickly by being small organizations. In any case, if the company is able to construct an in-house system for making a fast decision, it will serve as one good point to judge its competence as a business operator. An American businessman, Andrew Carnegie, says: “The man who acquires the ability to take full possession of his own mind may take possession of anything else to which he is justly entitled.” We can assume that companies that can not make quick decisions in a normal situation, can not make an accurate decision even when a problem occurs.

すべての取引先が貴重な情報源

 

情報の重要性は、イレギュラーな事態が起きた場合に限りません。問題が起こる前に情報をキャッチし、リスク回避に繫げていくことも重要です。そのためにも、平時から幅広く情報を入手するように努め、また必要に応じて取引先と共有する姿勢も欠かせないのです。

情報の入手先は、マスメディアや関連業者からだけではありません。荷主を含む取引先からも有益な情報を得る動きはできます。たとえ小さな情報でも、その入手や発信、あるいは蓄積が後に大きなアドバンテージをもたらすケースもあるのです。弊社の営業マンにかつて次のような出来事がありました。

その営業マンは、コツコツと営業先をまわることを身上としており、足繁く荷主の元を訪れていました。しかし、担当者と情報交換するだけに終わってしまう場合も多く、訪問が成果に結びつくことは決して多くありませんでした。

そんな中、彼はある会社を訪れ、物流の担当者と面会をしました。彼にその日対応したのは、新任の担当者でした。話を聞くと、前任の担当者が突然会社を辞めてしまったそうです。あまりにも急な出来事だったため、業務に関する引き継ぎがまったくなされませんでした。新任の担当者は、どんな貨物を、どのタイミングで、どこに向けて出していたのか、まったく把握できていない状態でした。

一方、その営業マンは訪問した会社の貨物内容、送り先の国、月に何本送っているのかといった情報を、訪問の度にすべて顧客データベースに入力していました。実は、彼は過去に何度もその会社を訪問し、物流に関するさまざまな情報を入手していたのです。前任の担当者と会話を交わす中で、あるいは見積りの依頼を受ける中で、詳細な情報を得ていたわけです。そうした情報の蓄積により、新任担当者よりもその会社の物流に精通するようになっていました。

「わからないことばかりなので、助けてください」。

担当者からそう懇願された彼は、その企業の物流に関して、知る限りの情報を提供し、もちろん実際の取引もスタートしました。彼は営業活動を通して多くの情報を入手し、すでに物流をアウトソーシングできる状態にまでなっていたのです。

これはやや特殊な事例かもしれませんが、いかに日常的な情報収集が重要になるかがわかります。非常時における情報の入手・発信だけでなく、日常のコミュニケーションから得た情報を業務に生かす工夫も大切です。それができる熱心な営業マンがいることと情報を蓄積するシステムがあることも、事業者の実力を見定める一つの要素だといえるでしょう。

 

All suppliers are valuable sources of information.

 

The importance of information is not limited to irregular cases. It is also important to catch the information before the problem occurs. It can be vital for risk avoidance. For that purpose, we always strive to acquire a wide range of information. It is also indispensable to share it with business partners on an as-needed basis.

 

Information is obtainable not only from mass media and related vendors but also from from suppliers including shippers.There are cases in which small information’s acquisition, transmission, or accumulation brings about a great advantage later. There was the following event in conjunction with a  salesman of our company.

 

This salesman made it a practice to diligently visit salespersons and business partners, and shippers. There were many cases where he ended only with exchanging information with the person in charge, and his visits did not necessarily produce tangible results.

 

In the meantime, he visited a company and met with a person in charge of logistics. That day was introduced to a new person in charge. According to the new responsible person, his predecessor suddenly quit the company. Because it was so sudden an incident, they could not take over hands at all. The newly appointed person could not grasp at all what kind of cargoes, at what timing and where they were being shipped.

 

On the other hand, our salesman had the customer’s database the information on the cargo details, the country of the destination, how many cargoes were sent per month. He had visited the company many times in the past and got various information on logistics. He received detailed information while talking with the predecessor in charge or receiving requests for estimate. Thanks to the accumulation of such minute information, he became more familiar with the logistics of the company than the new official who sait to him to the point where “Everything is new to me. please help me.”

 

Our salesman was so heavily replied upon, shared all the information he had about the logistics of the company. As a result, he was able to start new business actual transaction. He had accumulated a lot of information through his past sales activities and was already in the state to outsource the logistics of the company.

 

This may be a somewhat special case, but you can see how everyday information gathering is important. In addition to acquiring and sending out information in emergency situations, it is also important to take advantage of the information obtained from everyday communication in business. Having enthusiastic salespeople who can utilize for his business transaction the information that he received through his ordinary communications with his customers, and also having the established system to accumulate information can be regarded as one vital factor to determine the competence of business operators.

情報収集力・発信力

小さな情報の積み重ねが役立つ場合もある

 

「ビジネスの秘訣は、他の誰も知らないことを知ることである」―。

これは「二〇世紀最大の海運王」とも称された、ギリシア人実業家、アリストテレス・オナシスが遺した言葉です。ビジネスにおいて情報が重要であることは、説明するまでもないでしょう。もちろん、その情報が正確であるのは大前提です。ネットを通して虚実織り交ざった情報が氾濫する今日、国際物流業者においても、誤った情報で踊らされることのない冷静な行動が、より強く求められています。

情報を入手する早さも大切です。新聞で報じられたときには、事態はもうすでに次の段階へ移っていたというケースも少なくありません。情報を入手したら迅速に行動することも重要です。情報を持っていても、それを生かさなければ意味がありません。

国際物流において、海外の情報をいち早く入手することは必要不可欠です。国内と異なり、海外へ貨物を送る場合は、その過程が見えにくくなります。たとえば北米であれば、現地の港に到着するまでに一〇日以上という長い時間を要します。ドア・ツー・ドアであればそこからさらに日数がかかります。

円滑に内陸輸送へとバトンタッチできたのか、滞りなく貨物が動いているのか、不安に思われる荷主も少なくありません。特に、途中でトラブルが起きた場合、荷主に対して的確に情報提供ができるかは、事業者の信頼度を測る上で大きな指標となります。第二章5節でも紹介した、二〇一四年から二〇一五年にかけて北米西岸で起きたストライキでは、関係する物流業者に情報の入手・発信が強く求められました。

この件について補足して話を進めます。

ストライキは二〇一四年一一月頃に始まり、以後約半年にわたって続き、世界経済に大きな影響をおよぼしました。当時、西海岸の港では船の沖待ちが頻発するなど、海上輸送は麻痺状態に陥っていました。さらにストライキ中の二〇一五年二月、アメリカ東部を中心とする一帯を大寒波が襲います。この影響で貨物列車が止まるなど、内陸輸送にも大きな影響が出ました。日本からアメリカに向けて貨物を送った荷主は、目的地への到着日がまったく見通せない情況が長く続きました。

ある自動車部品メーカーは、一一月二〇日に日本を出港してアメリカへ向かうコンテナ船に自社の貨物を載せました。当初予定されていた現地工場への到着時期は一二月末。ところがストライキの影響で貨物の動きが滞り、到着が翌年一月末にまでずれ込んでしまいました。約一カ月の遅延です。現地工場では生産ラインが毎日稼働しており、日本から部品が届かなければ在庫は底をついてしまいます。結局この企業は、遅れが許されない部品については、多大なコストをかけて航空便を使うことを余儀なくされました。

アメリカ全土で物流に大混乱を来たす中、弊社は現地の情報を可能な限り入手し、その対応策を含め荷主に向けて提供するように努めました。先に紹介したメキシコ経由でアメリカへ輸送するサービスも、その一環として行なわれました。これとは別に、北米東海岸を使うサービスも提案しました。

当時、荷主がもっとも求めていた情報は、出荷した貨物の状況です。弊社は貨物を一本ずつトレースし、それを日本の荷主へと随時送りました。現地の沖待ち状況を含め、各港のリアルな情報も求められました。これも随時最新情報を入手し、すべての取引先へメールで一斉に送信しました。情報を把握するにあたっては、現地法人と定期的にテレビ会議を実施し、情報の誤りや漏れがないかを確認しました。

ストライキという大きな事態を通して、弊社が取引先からの信頼度を高められたのは不幸中の幸いだったのかもしれません。一連の出来事は、国際物流業者にとって情報がいかに重要であるかを学ぶ機会になりました。

Stacking of small information can be useful in some cases.

 

“The secret of business is to know things that no one else knows.”

This is the word by a Greek businessman Aristotle Onassis who was known as “the greatest maritime king in the 20th century.” Needless to explain that information is important in business. Of course, it is a requisite that the information is accurate. Today when all sorts of true and false information overflows in the net, international logistics companies are required to take on calm behaviors so that they will not be swayed by erroneous information.

 

Your speed in obtaining information is also important. There are also cases where the situation has already been transferred to the next stage when it is first reported in the newspaper. It is also important to act quickly once you get the information. Even if you have particular information, it is meaningless unless you make use of it.

 

In international logistics, it is essential to obtain oversea information as soon as possible. Unlike domestic transport, if you send cargoes overseas, the shipping process is harder to monitor. For example, to North America, it takes 10 days or more before arriving at a local port. If it is a door – to – door it will take additional days from that point onward. There are not a few shippers who worry about whether the connection to inland transport was smoothly made or whether the cargo is smoothly carried on or not. Especially, if trouble occurs on the way, whether we can provide accurate information for the shipper is a big indicator for measuring trustworthiness of the business operators involved. The strike that occurred in the west coast of North America from 2014 to 2015  and is introduced in Chapter 2, Section 5, was a great lesson where the acquisition and dissemination of the relevant information to the concerned logistics company were definitely needed.

 

Let me give you some more supplementary stories about this case.

 

The strike began around November 2014 and continued for about half a year afterwards. It had a major impact on the world economy. At that time, sea transportation was in a state of paralysis. Frequent ship wait at the port of the west coast was very common. In addition, in February 2015 during the strike, the cold wave attacks the area around the eastern United States. As a result of this influence, the cargo train stopped, and so the negative impact on inland transportation was also huge. The shipper had no clue when the cargo from Japan to the US will arrive at the destination and this situation continued for a long time.

 

An automobile parts maker put its cargo on a container ship departing Japan from January 20th and heading for America. The arrival time to the local factory that was originally planned was the end of December. However, due to the strike, the movement of the cargo was stagnant, its arrival had fallen behind to the end of January the following year. The delay was about a month. In the local factory, the production line is operating everyday and inventory will bottom out unless parts from Japan arrive. Eventually, this company was obliged to use airmail at a great cost for parts that were not allowed to be delayed any more.

 

While bringing huge disruption to logistics throughout the United States, our company tried to obtain local information as much as possible and provide it for shippers including countermeasures. The service to transport to the USA via Mexico introduced earlier was also done as part of that plan. Apart from this, we also proposed a service using East Coast.

At that time, the shipper’s most requested information was the status of the cargo shipped. We traced the cargoes one by one and sent each cargo’s information to our shippers from time to time. Real information on each harbor including the offshore waiting situation in the local area was requested. We also got the latest information from time to time, and sent it to all our customers all together by e-mail. We regularly held a video conference with the local corporation to check whether there was any information mistake or omission.

 

Through the incident of the major strike, we were fortunate enough to gain more trust from our customers. These series of events became an opportunity for us as an international logistics company to learn how important information is.

国際物流会社の総合力が試される

 

アンダーデッキのトップストレージは、船の中でもごく限られたスペースです。そのため、この場所を確保するのは容易ではありません。船会社も、オーバーゲージのためにこのスペースを積極的に確保しようとはしません。なぜなら、通常のコンテナを積んだ場合に比べて利益が少なく、リスクもあるからです。

たとえば、フルボイドのオーバーゲージ貨物があった場合、先に述べた通り六つ分のスペースを確保する必要があります。しかし、運賃は基本的にコンテナの数で決まります。オーバーゲージの場合は、コンテナ一つであっても当然通常より高い運賃になりますが、六倍にまではなりません。

船会社からすれば、オーバーゲージ一つよりも、コンテナを六つ積んだ方が、基本的には利益が多くなります。

さらに、オーバーゲージ貨物の中には、特殊な工作機械など製造スケジュールが変わりやすい品物もあります。

そのため、直前に船積みがキャンセルになることも少なくありません。その場合、キャンセル料を取ることはできますが、実際にコンテナを積んだ際に得られる収入に比べれば、その額はわずかです。

こうした厳しい条件の中でスペースを確保する場面においては、事業者の力量が問われます。オーバーゲージ貨物を扱うにあたって、多くの船会社とのネットワーク、信頼関係は必須です。

そのための営業力はもちろん、オーバーゲージ貨物を扱う知識や経験も欠かせません。オーバーゲージ貨物の取扱いは、まさにその国際物流業者の総合力が試される場面といっても過言ではないでしょう。

The top storage of the under deck is a very limited space in the ship. Therefore, it is not easy to secure this place. In addition, some over-gauge cargoes are subject to change in manufacturing schedules, as seen in the case of special machine tools. Therefore, shipping is often canceled at the last minute. In that case, you can take a cancellation fee, but the amount is small compared to the income obtained when actually loading containers. Under such harsh conditions, the competence of business operators is questioned in terms of securing space. When handling over-gauge cargoes, network and trust with many other shipping companies are essential.

 

To handle an over-gauge cargo, sales strengths, knowledge and experience are indispensable. It is no exaggeration to say that the handling of over-gauge cargoes is the realm where the comprehensive strength of an international logistics companies is tested.

オーバーゲージ貨物は扱いが難しい

 

コンテナ船にコンテナを搭載するときは、船倉内かデッキ(甲板)上、いずれかに積み付けられます。

船倉はデッキの下にあるスペースで、船の外からは見えません。ここに搭載されたものは、風雨や高波の影響を受けることはありません。一方、デッキ上では風雨や高波、あるいは太陽熱の影響を受ける可能性があります。

オーバーゲージ貨物は、上面がはみ出すオーバーハイ(Over high)、側面がはみ出すオーバーワイド(Over wide)、上面と側面がはみ出すフルボイド(Full void)の三種類に分けられます。

これらの貨物には、オープン・トップ・コンテナ、フラット・ラック・コンテナなどが使われますが、コンテナの天井や壁が部分的にない構造であるため、デッキ上に搭載した場合、貨物が風雨や高波の影響を受けます。したがって、オーバーゲージ貨物は船倉内に積み付けねばなりません。

船倉内にはセルガイドと呼ばれるレールが設置されており、コンテナの四隅をこれに沿わせることによって、規則正しく、かつ安定した状態で積み上げられます。ここにオーバーゲージ貨物が加わると、この形を保つことができなくなってしまいます。オーバーハイの場合は、上にコンテナ一つ分のスペースが必要になります。オーバーワイドの状態であれば、コンテナの両側を含めた計三つ分のスペースを使います。フルボイドであれば、コンテナの上と左右、さらに左右の上のスペースも占めるため、計六つ分のスペースを使います。当然、これらの上にコンテナを積み上げることはできません。

船倉内で、かつ上にコンテナを積まなくてもよい場所は、スペースの最上部ということになります。このアンダーデッキのトップストレージがオーバーゲージの指定席になるのです。

 

Overgauge cargo is difficult to handle

 

In loading a container on a container ship, it is loaded either in the hold or on the deck (deck). The hold is a space under the deck and can not be seen from outside the ship. Those mounted here are not affected by weather and high waves. On the other hand, it may be affected by wind and rain, high waves, or solar heat on the deck.

 

The over-gauge cargo is divided into three types: Over high which the upper surface protrudes (Over high), Over wide where the side protrudes (Over wide), and Full voids protruding from the top and sides (Full void).

 

Though these cargoes are contained in the open top container and flat rack container, etc, the cargoes may be affected by wind and rain and high waves if it is mounted on a deck because the structure of the container does not have a ceiling or wall partially. Therefore, the over-gauge cargo must be loaded in the hold. A rail called a cell guide is installed in the hold, and by laying the four corners of the container along this, it is stacked in a regular and stable state. When the over-gauge cargo is added here, it will be impossible to keep this shape. In case of over high, space of one container is required above.

In case of Overwide, we use a total of three spaces, including both sides of the container. In case of Full void, it occupies space above and to the left and right of the container, and also on the left and right, so we use a total of six spaces. Naturally, you can not stack containers on these. The place in the hold and where you do not have to stack containers on top is the top of the space. The top storage of this under deck becomes the designated seat of the over-gauge.

スペース確保力

 

国際物流業者を選ぶにあたっては、前章で見た三項目が大きな基準となります。おさらいすると①海外拠点の有無②海運業界内でのネットワーク力③中立の立場での顧客第一主義です。しかし、海運会社の実力は、やはり実際に利用してみないとわかりません。中でも、イレギュラーなケースにおいて物流業者がどう対応するかは重要なポイントといえます。通常の依頼は難なくこなしていた会社が、不測の事態に直面すると満足のいく対応ができなくなるケースは珍しくないのです。

本章では、さらに事業者の真価を測る基準について三つの視点から考察し、国際物流業者の内実を探っていきます。

1.スペース確保力

規格化により発展したコンテナ輸送

今日、海上輸送(定期船)の主流となっているのがコンテナ船です。コンテナ船が普及した最大の理由は、国際的に規格化されたコンテナを使用するため、貨物を一度で大量に運べる点にあります。荷役も非常に効率良く行なえるため、在来貨物船に比べリードタイムが大幅に短縮されました。

ただいうまでもなく、すべての貨物がコンテナに収まるというわけではありません。大型の工作機械など、コンテナのサイズを超えた貨物、すなわちオーバーゲージ(Out of gauge)貨物もあります。そうした通常のコンテナには収まらないオーバーゲージ貨物を扱うことができるかどうかは、業者の実力を測る上で注目すべきポイントになります。

では、コンテナ船に積むオーバーゲージ貨物とは具体的にどれくらいの大きさのものを指すのでしょうか。その説明の前に、まずコンテナの規格について確認しておきましょう。

今日、海上輸送で使用されている標準的なコンテナは、長さが二〇フィート(約六m)のものと四〇フィート(約一二m)のものです。いずれも、高さは八フィート六インチ(約二・六m)、幅は八フィート(約二・四m)です。

近年は長さ四五フィート(約一三・七m)のコンテナも登場しています。これらのサイズはISOによって規格化されているので、国境をまたいでもスムーズに輸送することができるのです。

コンテナは、用途や構造によっていくつかに分類されます。もっともよく使われているのがドライ・コンテナです。多品種の貨物輸送に使用され、「コンテナ」といえばこれを指すことが一般的です。

特殊なものとしては、野菜や肉、魚介類など生鮮食料品の輸送に使う冷凍コンテナ(リーファ・コンテナ)、冷蔵コンテナがまず挙げられます。その他穀物などをバラの状態で運ぶバルク・コンテナ、液体を格納して輸送するタンク・コンテナ、衣類を運ぶためのハンガーの付いたガーメント・コンテナなどがあります。

それ以外では、天井部分のないオープン・トップ・コンテナ、天井と側面のないフラット・ラック・コンテナ、上部構造を一切持たないフラット・ベッド・コンテナがあります。これらは、その構造からもわかるように、通常のコンテナ規格からはみ出す貨物を載せるために使われます。つまり、オーバーゲージ貨物用のコンテナということになります。

The three items discussed in the previous chapter are the major criteria for  choosing an international logistics company. To review them, the following three points can be pointed out. 1) Availability of oversea bases, 2) Network power within the shipping industry, 3) Customer-first philosophy based upon neutralism. But the shipping company’s true capability cannot be knonw until it is actually put to use. In particular, it is an important point how logistics operators respond in irregular cases. It is not so rare that a logistics company can not correspond well enough to unexpected situations even if they can handle usual tasks very skillfully.

 

In this chapter, we will further consider the standards for measuring the real value of business operators from three different perspectives, and explore the truths of international distributors.

Today, the container ship constitutes the mainstream of maritime transport (liner). The use of container ships have become widespread mainly because they are able to carry cargoes at once in large quantities thanks to the use of internationally standardized containers.

Because cargo handling can be carried out very efficiently, lead time has been significantly shortened compared with conventional cargo ships.

 

However, naturally, all cargoes do not fit in a container.

There are the cargoes that exceed the size of containers such as large machine tools and over-gauge (out of gauge) cargoes. Whether it is possible to handle the over-gauge cargo that do not fit in conventional containers is a noteworthy point in measuring the competence of traders.

 

Concretely, how big is the over-gauge cargo loaded on a container ship? First, let’s check about container standards.Today, the standard containers used in maritime transport are those of length 20 ft and 40 ft. Both are eight feet six inches tall and eight feet wide. In recent years, containers with a length of 45 feet have also appeared. Since these sizes are standardized by ISO, they can be shipped smoothly across national borders. Containers are categorized into several categories depending on their use and structure. The most commonly used is a dry container. It is used for various types of freight transportation, and when we say ‘container’ we usually mean this type of container.

 

As a special kind of container you can mention a freezed container (Reefer Container) used for transporting fresh food items such as vegetables, meat, fish and shellfish, and a refrigerated container. Others include bulk containers that carry cereals individually, tank containers that store and transport liquids, and garment containers with hangers to carry clothes. Other than that, there are open top containers without ceiling parts, flat rack containers without ceiling and sides, flatbed containers with no superstructure. As can be seen from the structure, these are used to carry cargo that protrudes from normal container standards. In other words, it is container for an over-gauge cargo.

二〇一一年、日本に飲料水を緊急輸送せよ

二〇一一年三月一一日、日本を襲った未曽有の震災は未だ生々しい災禍の記憶を呼び起こす。この歴史的な大事は、日本の市場はもちろん、人々の生活にも大きな影響をおよぼした。

その一つがミネラルウォーター不足である。震災直後から被災地に向けて飲料水が大量に輸送され、その後も国内での需要は増大し続け、市場は極端な品薄に陥った。国内メーカーの増産体制も需要に追いつかず、海外からの輸入を模索する動きが広がる。そんなある日、事務所に一本の電話が入った。

「ペットボトル入りのミネラルウォーターを運んでほしいんですが」。

ある有名ブランドのミネラルウォーターの輸入を手掛ける会社からの問い合わせだった。電話を受けた担当者は、品目を聞いた瞬間、使命感のようなものを覚えた。日本国内でミネラルウォーターが極度に不足しているとのニュースは、幾度となく耳にしていた。

「これはぜひともやり遂げたい」。

そう思った彼は、電話の相手に詳細を尋ねた。誰もが知っているアメリカで人気のミネラルウォーターで、並行輸入品を、至急、大量に運びたいという要望だった。依頼者からの話を聞く中で、彼のやる気は増していった。しかし、そのボリュームを耳にした瞬間、その意志は揺らいだ。

「ペットボトル一〇〇万本分です」。

量の多さや日程を考えると、運び切るのは不可能だと頭をよぎった。実際、大手フォワーダーにこの案件を依頼したところ、断りの連絡があったとのことだ。同僚からも「これは難しいのではないか」という声が上がった。

だが、大手が断った案件だという事実が、逆に彼らの意欲に火をつけた。「スペース確保率一〇〇%」を謳う企業として、何としてもやり遂げようと、社員が一丸となってスペース確保に動いた。

全船会社に当たったのはもちろんだが、米国発日本向けに、直行サービスをしていない航路も、特別にルート開発をしてもらうなど、当然ながら、船会社との交渉は難航した。

一〇社ぐらいの船会社のあらゆるサービスを駆使し、なんとか九割までのスペースは確保できたが、当然、そのような需要はこの震災の時期は多く、残りを積み切れる目処がたっていなかった。やる気だけでは現実は動かせない。そんな事実を彼らはまざまざと突きつけられた。

「一〇〇%というフレーズは返上しなければならない……」。

そんな思いがメンバー全員の頭をよぎった時、某外資系船会社の本国のスペースコントロール責任者から国際電話が掛かってきた。電話でのやり取りを終え、受話器を置いた瞬間、彼は叫んだ。

「全部積めるかもしれない!」。

その船会社ですべて積むことができるとの連絡だった。以前、その船会社の欧州の本社に訪問して、全世界のスペースコントロール責任者と食事しながらいろいろと情報交換をした仲であったことが功を奏したようだ。

その後、事態は予想を超えてスムーズに展開していく。後日、一〇〇万本のペットボトルを搭載した約五〇〇本にも及ぶコンテナは無事すべてが船に載せられ、日本へ向けて出港した。

難しい案件を請け負うのは日常茶飯事である。ただこの案件では、大震災の直後に、国際物流に関わる立場として使命を達成できたという充実感があった。メンバーの顔にも、いつも以上に満足そうな笑顔があふれていた。

「あれだけのボリュームのミネラルウォーターを全部積みきったそうだ」。

その噂は、瞬く間に業界内外へと広まった。以後、この会社には飲料などを運んでほしいという問い合わせが相次いだ。

The unprecedented earthquake that struck Japan on March 11, 2011 vividly enlivens our memory of the vital disaster. This historical incident had a huge influence not only on the Japanese market but also on people’s lives.

 

One of the outcomes of the earthquake was the shortage of mineral water. Drinking water was transported in large quantities immediately after the earthquake to the afflicted areas, and the domestic demand continued to increase, and the market was extremely short of mineral water. Domestic manufacturers’ increasing production system could not keep up with demand, and they expanded their efforts to explore imports from overseas. One day, there was a phone call to our office.

 

“I’d like you to carry pet bottles of mineral water.”

It was an inquiry from a company engaged in the importation of a famous brand of mineral water. The person in charge who received the phone instantly developed something like a sense of mission at the moment he heard the order. Many times he had heard the news that the mineral water was extremely short in Japan in those days.

“I definitely want to accomplish this task.”

 

So thinking, he asked the inquirer for details. It is a popular brand of mineral water that everyone knows, his was a desire to urgently transport parallel imported goods in large quantities. Hid motivation arose as he heard more from this client. But the moment he heard the actual ordered volume of the bottled mineral water, he got shaken up

“I got to have 1 million PET bottles.”

 

Considering the amount of the ordered quantity and given schedule, he intuitively felt that it would be impossible to carry through. In fact, when he asked a major forwarder on this matter, he received from him a notice of decline. His colleague also raised a voice, saying, “This must be tough.”

 

But the fact that the major company declined this project ignited their motivation on the contrary. As a company declaring “space securing rate 100%,” all employees got involved in this huge challenge to accomplish securing the whole space.

 

Needless to say that we hit all shipping companies. Naturally, negotiations with them were not easy this time because we had to have the special route developed for the routes that do not have direct service to Japan originating from the United States.

 

We managed to make full use of all the services of about 10 shipping companies , we somehow succeeded in securing up to 90% of space, but naturally, such a demand at such a time of the earthquake disaster, there is no prospect of obtaining the rest. Motivation alone was not enough to change the reality. They learned from the reality about the importance of “never-give-up.”

 

“The phrase of 100% must be given up … .…” When such a thought came across the brains of all the members, an international phone call came from the headquarters’ space control director of a foreign shipping company. At the moment he finished the telephone interaction and put the receiver on, he shouted. “It might be possible to stack them all!” He was informed that all shipping goods could be loaded. It seems that this protection was a form of benefits that resulted from the relationships that we were able to develop through eating meals together at the European head office of the shipping company while having a variety of information exchanges with the space control directors of the whole world. After that, the situation went so smoothly beyond expectation. At a later date, about 500 containers loaded with 100 million PET bottles were safely placed on the ship and departed for Japan.

 

It is a daily routine to undertake difficult projects. In this case, however, there was a sense of fulfillment that the mission could be achieved as a position related to international logistics immediately after the disaster. The faces of the members were overflowing with a smile that seemed satisfying more than usual.

 

“They have piled all the mineral water of that volume.” The rumor spread rapidly both inside and outside the industry. Thereafter, a series of inquiries came to this company one after another, requesting it to carry drinks and the like.

弊社社長の菅が、2017年12月に『最適物流の科学―舞台は36106万平方km

海を駆け巡る「眠らない仕事」』という書籍を出版しました。

 

そこで、本ブログでも、その書籍から抜粋した内容を

毎週1話ずつ、ご紹介していきたいと思います。

 

第三十三回となる今回は、「資本関係がないからこそ利く「自由」がある」というテーマでお話しいたします。

資本関係がないからこそ利く「自由」がある

 

資本関係がないからこそ利く「自由」がある

特定企業と資本関係にある物流会社は、その親会社からさまざまなメリットを受けているわけですが、一般の荷主から見ると、その繫がりは必ずしもメリットとして働かないケースもあります。

たとえば船会社の子会社の場合、荷主に提供するスペースは、まず親会社の船からということになります。親会社の利益を優先する力がどうしても働き、顧客の希望スケジュールと合致していなくても、荷主に親会社の船を勧める場合もあるかもしれません。同様に親会社が倉庫会社であれば、その倉庫を利用するよう働きかけるでしょう。その倉庫が多少遠い場所にあったとしても、親会社の利益を優先する可能性もあります。

メーカー系物流業者では、外販比率すなわち親会社以外の荷主から業務を請け負う比率が五割を超える企業は一部にとどまっています。親会社に依存する体制によって安定的な収益を確保できているため、外部に対する価格競争力が弱い傾向が見られます。また親会社が扱っていない貨物への対応力が乏しいケースもあります。

商社系物流業者もこれと同様の傾向があります。また旧財閥系の場合は、ライバルにあたるグループ企業とは取引をしないため、ビジネス相手がおのずと制約されます。

一方で、どの会社とも資本関係を持たない物流業者の場合、バックに親会社を持つ企業に比べ、企業として全般的に見劣りすることは否めません。企業規模、経営の安定性、情報・ノウハウ、人材、知名度といった点で比較すると、どうしても旗色が悪くなります。とはいえ、これらの点については、第二章のフォワーダーと船会社との比較で見た通り、貨物の輸送を依頼する上で問題となる要素ではありません。

他の企業と資本関係にあることは、大手ブランドの知名度と引き換えに自由度を失うジレンマもあるのです。ニュートラルな立場であれば、船舶も倉庫も内陸輸送手段も、荷主の都合を最優先に考えた選択ができます。

特定企業の利益を考慮する必要はありません。企業グループの壁もないため、あらゆる企業と手を結ぶことができます。場合によっては、同業のライバル企業と取引するケースも可能です。

前節で、国際物流業者にとって船会社との幅広いネットワークは不可欠であると述べましたが、単にネットワークを保持しているだけでは意味がありません。

すべての船会社、さらには倉庫会社などの物流関連企業と、完全にフラットな立場で取引ができる姿勢こそが重要なのです。

結論として、荷主の立場で国際物流業者の選択を考えた場合、ニュートラルな立場にある事業者の方が「最適物流」というメリットを得られやすいといえるでしょう。

 

“Freedom” because of no capital relationship

 

A logistics company that is capital-tied to a specific company  receives various benefits from its parent company. From a general shipper’s point of view, however, there are cases where the connection with its parent company, does not necessarily work as an advantage. For example, in the case of a subsidiary of a shipping company, the space to be provided to a shipper is from the ship of the parent company at first. The subsidiary might recommend their parent company’s ship even if the schedule does not match with the shipper’s request because of the unavoidable power to prioritize the interests of the parent company. Likewise, if the parent company is a warehouse company, the subsidiary will encourage a shipper to use the warehouse. Even if the warehouse is located somewhat far away, there is also the possibility of giving priority to the interests of the parent company.

 

The rate of external sales, that is, the sales rate that undertake from outside of the parent company is hardly to be over 50% at logistic companies of manufacturer field. Only a small portion of companies is in the realm where that ratio is over 50%. Because many subsidiaries have secured stable earnings by the system dependent on their parent company, price competitiveness to the outside tends to be weak. There are also cases that the responding ability to a cargo which the parent company does not handle is poor.

 

Logistic companies of trading field have similar trends. Also, in the case of the former financial combine group, former zaibatsu, business partners are naturally restricted because they do not deal with rival group companies.

 

On the other hand, in the case of the logistic company that do not have a capital relationship with any other companies, it doesn’t have much of a presence in comparison with the company that has a parent company. Compared in terms of company size, management stability, information / know-how, man-power and publicity, it is in an inferior position. Nonetheless, these points are not problem factors in requesting transportation of cargo, as I mentioned in the comparison of forwarders and shipping companies in chapter 2.

 

Having a capital relationship with other companies means there is also a dilemma, that is, the loss of freedom in exchange for the major brand identity. If the company is in a neutral position, they can make choices considering the convenience of the shipper as top priority when they choose a ship, warehouse and inland transportation.

 

There is no need to consider the interests of specific companies. Since there is no barrier of the corporate group, it is possible to work with any company. In some cases, it is also possible to deal with competing rival companies.

 

In the previous section, I mentioned that the wide network with shipping companies is necessary for international logistic companies. However, just having the network can be meaningless.

 

The important thing is the readiness to trade with all shipping companies as well as logistics-related companies such as warehouse companies in a completely neutral position.

 

In conclusion, when it comes to the choice of an international logistic operator from the shipper’s point of view, it can be said that the operators who are in a neutral position are more likely to give an advantage called “optimal logistics”.
